New Victorian Pool and Spa Regulations


Robyn Dodd Real Estate would like to remind all owners of land, where a swimming pool or spa is located, to register their pool or spa with the relevant council by the 1st of June 2020.

On 1 December 2019, new laws to improve swimming pool and spa safety came into effect in Victoria making the registration of all pools and spas mandatory.

The deadline for registration of existing permanent pools or spas is 1 June 2020.

The deadline for registration of an existing relocatable pool or spas is 4 June 2020.

Relocatable pools will only need to be registered if they remain erected for more than 3 days.

Fees for registration, and  penalties for failing to comply, can be applied.

Once registered owners will then be required to obtain a Certificate of Barrier Compliance by having their pool or spa inspected by:

  • A registered building surveyor
  • A registered building inspector; or
  • A municipal building surveyor


Compliance certificates must be lodged by:

1 June 2021 for pools constructed on or before 30 June 1994

1 June 2022 for pools constructed from 1 July 1994 to 30 April 2010

1 June 2023 for pools constructed from 1 May 2010 until 31 May 2020.
